Suddenly he heard a voice from the sky, which told him: ''Free this sabara. You must construct a temple on the top of the Nila hill (Jagannath Puri). There like Daru brahman or the absolute truth, manifested in the form of wood you will see Me. You can not see Me in the form of Nila Madhava

To construct the temple the King ordered stones from a place called baula-mala and they built a road from this place to the mountain Nilachandra. The sacred recidence of Sri Kshetra, or Puri, has the form of a conch, and in the centre of the conch the king established a city named Rama-Krishna-Pura, and here he built the temple. On the top of the temple he constructed a dome and on the top of the dome a Chacra or disc.

The temple was decorated with golden ornaments. Since the king wished that Brahma would consecrate the temple, he went to Brahmaloka, and stayed there waiting for long time. During that time the temple was covered with sand of the beach. While Indradyumna was away other kings where ruling, first Suradeva, and after him Galamadhava. A short time after the temple was discovered again, king Indradyumna returned from the abode of Lord Brahma.

Indradyumna stated that he had built the temple, but king Galamadhava also claimed that he was the one who had built it. In a nearby banana tree lived a bird that already had been living there for many, many years, constantly singing the names of Lord Rama. From his house in the branches of the tree, the bird had witnessed the building of the temple, and therefore the bird could reveal the truth, that king Indrayumana had built the temple, and that it had been covered by sand during the time was away. He also said that later king Galamadhava had discovered it again. The bird said that Galamadhava had told the truth, and Brahma told the king that he should live outside the temple, on the western side of the lake Indradyumna-sarovara.
